In Jersey City where I worked with a surveyors crew for several years, deserted blocks of unsellable homes were given a second life by immigrants from India! Deserted streets were once again thriving because an immigrant group wanted to live near relatives and friends!
This is the natural ebb and flow of urban life, one group moves out, sometimes called white flight, and another group, usually immigrants bring the community back to life!
