That's right! We need to have a law making legitimately qualifying for a security clearance be one of the preconditions for gaining access to classified information No Matter Who You Are. It's a simple extension of the principle of equality before the law no matter who you are, regardless of your connections and resources.

Too true, that might one day (again) disqualify a president from easy direct access to top secret documents necessary to do their job, but since the alternative would be having such a person handling highly sensitive documents, why would anyone object?
The upshot would be either implicitly making being qualified for a security clearance into a precursor for nomination or else they would have to figure out some work around for the top levels of security. Another precondition for serving in Congress should be passing the same U.S. citizenship test given to naturalization applicants.
